It is not in the interest of the Lebanese people to delve into many of the scenarios proposed on the eve of the session dedicated to “weapon containment,” if the army leadership presents its executive plan, away from the narratives about its details until it delivers its final word. Accordingly, attention has turned to seeking frameworks that guarantee the session’s convening under the best conditions to discuss what can be done in preparation for the anticipated visit of the US envoy Morgan Ortagus to Lebanon, accompanied by the US Central Command leader Admiral Brad Cooper, who has Lebanese ancestry.
Military references involved in their backstage and meetings do not hide their reproach towards some theorists among the “TV screen kings,” both informed and self-proclaimed experts, after they delved into narrating stories about the army’s plan to implement the decision to contain illegal weapons within the army and other military and security forces, including the municipal police, before the end of this year, regardless of formal details and others that might hinder, delay, or possibly suspend the implementation for a limited period.
The diversity of expected solutions for the weapon containment decision stems from the multiple options available to the army leadership, awaiting favorable conditions for voluntary implementation, without resorting to any military or security means that could lead to street confrontations or in any area of Lebanon where weapons were introduced. These are well-known details to those aware of the volume, type, sources, transportation methods, and storage of weapons entering Lebanon.
It has been clear to those knowledgeable that these weapons enjoyed broad sponsorship until recently, specifically until the experience on October 8, 2023, when the resistance launched the “Support War” following the “Al-Aqsa Flood” operation to support Hamas, without consulting the people or the army, after a similar experience when the Syrian war began 12 years ago. This sponsorship was available at all levels, especially political, governmental, and partisan, which enjoyed exceptional privileges and are now part of history. This occurred in various stages and degrees, with multiple occasions where types of these weapons were seized and later released by political decision. The Lebanese army, with its various apparatuses, units, and weapons, only follows political decisions, which facilitated their transfer from outside the borders through legal and illegal maritime, air, and land ports.
As for those introduced piece by piece for assembly inside the country, they are accounted for and detailed in telegrams and reports specifying their crossing dates, countries of origin, holders, storage locations, deployment sites, and distribution among main and regional collection centers.
There is no secret in the above that can be hidden from those concerned, even if some deliberately conceal or ignore these facts. Anyone of this type is in one of two categories: either they claim knowledge but know nothing, or they refuse to acknowledge the reality and realize their ignorance, thus remain silent or cautious. If there is any problem, it concerns these two parties alone and not others who choose to remain reserved and neutral, observing from afar or near as long as no one consults or considers their opinion. The third party knows everything in detail but does not claim knowledge for many reasons, including leaving “the bread to the baker,” because no matter how long the time, the hour of truth must come at any moment.
It is noticeable that all this is happening amid the challenge faced by a Lebanese team, supported regionally, confronting wide factions of Lebanese parties without accounting for any of them, even if it leads to the country’s explosion and the repetition of negative experiences that may never see the light. The conditions that allowed previous internal invasions have changed in form, content, and timing, and many previous risks no longer exist regardless of how much parties experienced in preparing the internal arena for all forms of chaos try.
These facts are not hidden from those concerned, regarding upcoming measures in the near and distant future simultaneously. What has been drawn has been drawn in its various stages, and circumstances must come unexpectedly to those who refused to acknowledge major transformations in the country and region. Others have previously resisted and reaped only disappointment after circumstances imposed decisions that had to be taken no matter how difficult, and what they believed impossible when forced to swallow the bitter pill. The proposed measures reflect experiences undergone by other parties who understand such suffering and avoid dealing with it as they were exposed to earlier.
Therefore, one can understand the circumstances that controlled recent historical milestones, especially since the October 17, 2019 uprising and accompanying events, including those that led to the Beirut port explosion with quantities of ammonium stored in warehouse 12 for the benefit of external forces, which may provoke sectarian or regional strife to create red contact points in various corners of the country. They also avoided any internal disturbance from illegal weapons and other measures they were exposed to in pivotal moments, suffering a kind of catastrophe causing much disappointment and frustration, without replicating the experiences they faced in different ways. On the contrary, they face the new developments with an open hand after national convictions strengthened that no force can eliminate another regardless of its capabilities.
In conclusion, the proposed measures are considered by security and stability references in the country as an indicator of the Lebanese people’s ability to overcome the difficult test. Some parties face historic but pivotal choices that set a clear boundary for the desired end to save Lebanon and its people. The margin for maneuver has narrowed to its end ahead of Ortagus’s visit, possibly “in military attire” this time, accompanied by the US Central Command leader, or we will face a phase of explosion that may spare no one. If the hour passes, regret will not help no matter how sincere or hoped for, and even if someone wishes it, they will not find it.
