The Dubai International Financial Centre (DIFC) Courts announced the launch of a new package of support services, including a Mediation Services Center and a Notarization Service.

This development follows the issuance of Dubai Law No. (2) of 2025 in March by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, which laid the legislative foundation for these services.

In parallel with the mentioned law, His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the DIFC, issued a decision defining the implementation and operational framework, officially establishing the Mediation Services Center and Notarization Service under the umbrella of the DIFC Courts.

The Mediation Services Center is set to provide an alternative amicable dispute resolution path, allowing parties to settle their disputes with the assistance of court-accredited mediators.

Parties will have the freedom to choose mediators and agree on fees and terms in advance, with options to hold mediation sessions online using an AI-supported case management system or in-person at the courts’ premises within the center.

Judge Wyn Martin, President of the DIFC Courts, said: “The DIFC Courts continue to lead in providing advanced judicial and legal services, in close cooperation with Dubai’s leadership and our partners in the public and private sectors. The launch of the Mediation Services Center and Notarization Service will expand our service scope, enhance access to justice, and provide greater flexibility for companies and individuals seeking effective and cost-efficient solutions.”

Meanwhile, Judge Omar Al Muhairi, Director of the DIFC Courts, stated that the court’s solutions are specifically designed to establish trust, clarity, and certainty in the region’s first common law-based judicial system, ensuring prosperity and accessibility for business companies. He added that establishing the Mediation Services Center and Notarization Service strengthens their role in supporting federal and local strategic goals and contributes to building additional trust between growing local companies, investors, and the international business community.

Alongside the establishment of the Mediation Services Center, the DIFC Courts expanded their services by launching the Notarization Service, a practical support service that enables court notaries to notarize and witness affidavits, oaths, written declarations, and certify true copies for individuals and companies. This service is limited to notarizing English documents and is the first of its kind in the UAE.

The service offers three options for users: automated self-service, live virtual service, and in-person service. Users can also benefit from verification through the primary source verification system issued by DataFlow Group.

Each document will be issued with an electronic or paper seal and signature, with notarization recorded using advanced encryption methods based on Hydra Blockchain technology, where the notarization event is timestamped on the blockchain.
