The Progress and Socialism Party (symbol: the Book) called for launching a national green hotline to report electoral violations and corruption, and providing sufficient logistical and human resources to handle related complaints, emphasizing also the addition of a public debt clearance certificate as a requirement in candidacy files.
In its memorandum on reforming the general framework for the 2026 legislative elections, revealed on Monday, the party demanded a strict ban on bringing phones into polling stations and the use of fingerprint signatures by voters on attendance lists as material evidence confirming their presence and actual participation in the voting process.
The “Book” party, in the memorandum obtained by Hespress, also called for retaining all valid, canceled, and disputed ballots until the deadline for filing appeals, in addition to digitizing the electoral process electronically, from registration to counting and announcing results, especially at polling stations, to enhance integrity, speed, and immediate public access to results on a station-by-station basis, and to reduce human errors or manipulation.
Similarly, the Progress and Socialism Party proposed launching an official and wide state media campaign explaining the risks and harms of electoral bribery and warning of its severe consequences. It also urged the activation of urgent judiciary procedures in electoral corruption cases, especially those recorded during the campaign and on election day, stressing the necessity to allow judicial officers to perform their duties beyond their territorial jurisdiction concerning electoral operations.
The party’s memorandum also emphasized the importance of expanding means to prove electoral violations, especially by adopting digital capabilities, and penalizing public officials involved in election corruption with criminal and administrative sanctions, to establish principles of transparency and integrity within the electoral process.
Regarding financial aspects, the “Book” memorandum stressed the need to review the public funding system for parties in legislative elections, based on several criteria, notably doubling the total allocated budget for political parties as state contributions to campaign expenses, considering inflation rates, ensuring equal opportunity, and preventing candidates from illegally exceeding spending limits.
The memorandum also demanded equal annual lump-sum funding for parties covering 30% of legislative electoral districts and obtaining 1% or more of the votes, additional funding equal to the first amount for parties receiving between 1% and 3% of votes, and a third proportional funding share based on seats and votes for parties exceeding 3% in the House of Representatives elections.
The party recommended reviewing the campaign spending ceiling to prevent illegal overspending and establishing strict, transparent mechanisms to monitor all violations, and expanding the definition of electoral expenses to include digital and media costs.
Regarding enhancing women’s and youth representation, the party called for increasing representation at regional districts by raising the number of seats allocated to women to one-third of total seats, along with all other measures to achieve full gender parity in the next House of Representatives.
Additionally, the “Book” party proposed providing direct additional funding for female candidates in local districts to help overcome financial challenges that usually hinder their candidacy, and requiring local party lists in each region to have at least one woman or youth under 40 heading a list, under penalty of total deprivation of public funding or at least a deduction of the public funding percentage calculated based on the party’s votes and seats in the concerned region.
Furthermore, the memorandum called for returning to adopting youth lists with the application of the zipper system on electoral lists, requiring parties to alternate female and male candidates starting with women, meaning 50% of candidates on these lists should be women and 50% men, aiming to ensure candidates are not placed at the bottom of lists, thus increasing their chances of winning.
