Defining Purpose and Location of Use
The owner must determine whether the yacht is for personal or commercial use and select the emirate where it will be operated. In Dubai, the Dubai Maritime Authority (DMA) handles registration and licensing procedures, while the Ministry of Energy and Infrastructure provides federal services for leisure boats and navigation beyond territorial waters.
Yacht purchases are subject to a 5% VAT, with the possibility of benefiting from a zero rate when exporting within 90 days of purchase.
Choosing the Yacht and Technical Inspection
Choosing a yacht from an accredited manufacturer ensures quality and sustainability. It is preferable to conduct a sea trial and independent technical inspection, especially when buying used yachts.

Marine Driving License

Insurance and Technical Inspection
Insurance is mandatory and covers the yacht’s structure and third-party liability, with a minimum duration of 13 months. Registration and Licensing
In Dubai, applications are submitted electronically, documents uploaded, fees paid, and technical inspection completed. Valid insurance, marina contract, or trailer registration is required.
Communication Devices and Ongoing Compliance
If the yacht is equipped with marine communication devices such as VHF or AIS, an operating license must be obtained from the Telecommunications and Digital Government Regulatory Authority. An international maritime identity number (MMSI) is assigned. Yacht licenses and safety certificates are renewed annually with compliance to periodic inspections and employing qualified crew to ensure full compliance.

Sale invoice, proof of ownership, valid ID, insurance policy of at least 13 months, marina contract or trailer registration, photographic documentation of the yacht’s structure and safety equipment, and technical inspection report if needed.
