Today, Dr. Mostafa Madbouly, Prime Minister of Egypt, held an extensive meeting with the heads of new cities’ authorities at the government headquarters in the New Administrative Capital, in the presence of Eng. Sherif Al-Sharbini, Minister of Housing, Utilities, and Urban Communities.
At the beginning of the meeting, Dr. Madbouly welcomed the minister and attendees, emphasizing that this meeting was prompted by his daily movements and repeated tours in the governorates, where he observed phenomena confirming the necessity to increase efforts to restore the general urban appearance of the various new cities, especially regarding cleanliness, maintenance, waste removal, and site coordination.
Dr. Madbouly stressed that the responsibility for restoring the urban appearance of the new cities lies with the heads of these cities’ authorities, urging them to intensify their daily field tours regularly, as their role is not limited to office presence or relying on reports submitted to them.
The Prime Minister confirmed the necessity for city heads to prioritize preserving the general appearance, urban aesthetics, and quality of life in new cities, alongside monitoring the implementation of contracts with cleaning and maintenance companies, especially given the sufficient resources available in these cities’ budgets to carry out the required works, in addition to strengthening positive partnerships with real estate developers to support community work.
Dr. Madbouly pointed out that fulfilling these roles requires each city head to develop a clear vision of development needs in each city, according to specific priorities, implementing development tasks and improving efficiency in certain areas before moving to others, until all required aspects are fulfilled, with an emphasis on maintaining achievements in developed areas.
The Prime Minister highlighted that new cities have advantages supporting continuous development, which many governorates may lack, including their modern planned urban establishment, lower population densities compared to other districts, availability of sufficient budgets, mechanisms to build partnerships with developers, and many other incentives that encourage development.
Dr. Madbouly added that the New Urban Communities Authority has become an important developer with a large volume of work and distinguished resources, achieved thanks to the efforts of the heads of new cities’ authorities, and that the authority must continue to be at the forefront among Egyptian state entities.
The Prime Minister called on the heads of new cities to work on providing new and additional resources for development works through unconventional ideas, including inventorying unused land plots and optimally utilizing them to generate resources supporting city development efforts, considering this a mindset every city head must adopt.
He tasked the Minister of Housing with supervising that each city head sets a clear work plan to restore the charm and appearance of the new city, affirming that the opportunity is open for them to make the difference the new cities deserve, stressing that any city head whose efforts do not align with the required targets will be replaced to give others the chance to continue development efforts.
In turn, Eng. Sherif Al-Sharbini, Minister of Housing, thanked the Prime Minister for calling this important meeting, which stems from his keenness for the New Urban Communities Authority to be among the prominent state entities, noting that he is honored to have been one of the heads of new cities’ authorities before his appointment as Minister of Housing, reflecting the state’s commitment to empowering youth, especially new city heads.
The minister added that the current list of city heads consists of those who previously held deputy and assistant positions in these authorities and were promoted, saying: “We, as members of the New Urban Communities Authority, are keen to always keep it among the leading successful entities in the state.”
Eng. Al-Sharbini confirmed that he holds continuous meetings and constant coordination with new city heads, agreeing on key elements representing any new city, including cleanliness, maintenance, landscaping, lighting, attention to general visual appearance, upgrading roads, squares, and city entrances in coordination with developers, handling roads, vital utilities, and other elements.
The minister added that plans and follow-up mechanisms have been set, emphasizing that the presence of the city head on the ground always is what drives the entire authority through daily field follow-ups of various sites, including roads, cleanliness, and expansions, representing continuous pressure on all elements regardless of their executive locations, stressing the need for the city head to communicate with all employees, not just deputies and department managers, to professionally handle every issue with clear and specific assignments for each responsible person, emphasizing that follow-up is the basis for a city head’s success.
Eng. Al-Sharbini expressed appreciation for the Prime Minister’s remarks stemming from his keenness to improve services in new cities and preserve achievements, confirming that the developments implemented based on the identified elements will be the basis for evaluating city heads, and that he will work with them as one team.
The minister affirmed: “This meeting is a sign of trust in the role of new city heads, and we renew our commitment to achieve the desired difference and improve the image for the better.”
Meanwhile, the heads of the new cities expressed their thanks and appreciation to the Prime Minister for holding this meeting, affirming that the aspects highlighted by the Prime Minister will be important items on their work agenda in the coming period.
