A United Nations-backed plan outlines “concrete, time-bound, and irreversible steps” toward a two-state solution between Israel and the Palestinians, detailing the role the Palestinian Authority can play.

The seven-page plan is the outcome of an international conference held at the UN in July, hosted by Saudi Arabia and France, addressing the decades-long conflict. The United States and Israel boycotted the conference.

The UN-backed initiative is unlikely to be discussed in the Monday meeting between US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu.

However, the two leaders are set to discuss a 21-point peace plan presented by Washington last week to Arab and Islamic countries aimed at ending the war in Gaza, releasing remaining hostages, and promoting Israeli-Palestinian dialogue on peaceful coexistence.

The UN General Assembly, composed of 193 members, overwhelmingly adopted a resolution supporting the two-state plan on September 12, with 142 votes in favor, 10 against, and 12 abstentions.

The UN-backed plan calls for “an immediate end to the war in Gaza” and supports mediation efforts by the US, Qatar, and Egypt.

Regarding the potential role of the Palestinian Authority, the plan states:

    • After a ceasefire in Gaza, an interim administrative committee must be immediately established to operate in the territory under the Palestinian Authority’s umbrella.
    • The plan supports deploying a temporary international mission to stabilize the area, based on a request from the Palestinian Authority and with support from the UN Security Council and appropriate regional and international backing.
    • The mission can evolve as needed, providing protection for Palestinian civilians, supporting the transfer of internal security responsibilities to the Palestinian Authority, aiding the development of the Palestinian state’s capacities and security forces, and offering security guarantees to both Israel and the Palestinians, including monitoring the ceasefire and a future peace agreement with full respect for their sovereignty.
    • The plan reiterates the necessity for the Palestinian Authority to continue implementing its reform program with international support, especially from the European Union and the Arab League, focusing on good governance, transparency, financial sustainability, combating incitement and hate speech, service provision, business climate, and development.
    • The plan welcomes Palestinian President Mahmoud Abbas’s commitment to hold democratic and transparent general and presidential elections within a year in the occupied Palestinian territories, including East Jerusalem. These elections will be internationally supervised and allow democratic competition among Palestinian parties committed to respecting the PLO’s political program, its international obligations, and relevant UN resolutions.
    • The elections will provide an opportunity for a new generation of elected representatives to assume responsibility. At the Palestinian Authority’s invitation, the European Union has pledged to continue supporting the electoral process.
    • The UN-backed plan commits to mobilizing political and financial support for the Palestinian Authority as it advances its reforms to strengthen institutional capacities, implement its reform program, and fulfill its responsibilities in the occupied Palestinian territories.
