The White House announced on Monday evening President Donald Trump’s plan to end the war in Gaza, according to Sky News Arabia.
The plan, released alongside a meeting between Trump and Israeli Prime Minister Benjamin Netanyahu at the White House, includes 20 points. It states Gaza will become a zone free of extremism and terrorism, posing no threat to its neighbors.
The plan envisions redeveloping Gaza for the benefit of its long-suffering residents.
If both parties agree to the proposal, the war will end immediately. Israeli forces will withdraw to an agreed line in preparation for the release of hostages. All military operations, including air and artillery strikes, will be suspended during this period, and front lines frozen until phased full withdrawal conditions are met.
Within 72 hours of Israel’s public acceptance of the agreement, all hostages will be returned alive or deceased.
Once all hostages are released, Israel will free 250 prisoners serving life sentences and 1,700 Gaza residents detained after October 7, 2023, including all women and children held in this context. For every Israeli hostage released, Israel will release the remains of 15 deceased Gazans.
Hamas members who commit to peaceful coexistence and disarmament will be pardoned and provided a safe corridor to countries willing to receive them.
Upon acceptance of the agreement, full aid will be sent immediately to Gaza, at minimum matching the January 19, 2025 humanitarian aid agreement, including infrastructure rehabilitation (water, electricity, sanitation), hospital and bakery restoration, debris removal, and road reopening.
Aid distribution and entry into Gaza will continue without interference from either party, through the United Nations and its agencies, the Red Crescent, and other international organizations unaffiliated with either side.
The Rafah crossing will be opened in both directions under the same mechanism as the January 19, 2025 agreement.
Gaza will be governed by a temporary transitional government formed by a non-political Palestinian technocratic committee responsible for managing public services and daily municipalities.
This committee will consist of qualified Palestinians and international experts, supervised by a new international transitional body called the “Peace Council,” chaired by President Donald Trump, with other heads of state to be announced, including former Prime Minister Tony Blair.
This body will set the framework and manage funding for Gaza’s redevelopment until the Palestinian Authority completes its reform program, as outlined in various proposals including Trump’s 2020 peace plan and the Saudi-French proposal, enabling it to safely and effectively regain control of Gaza.
The council will apply the highest international standards to establish modern and effective governance serving Gaza’s residents and attracting investment. Trump’s economic development plan will rebuild and revitalize Gaza through a committee of experts who contributed to the creation of thriving modern cities in the Middle East.
Numerous well-studied investment proposals and promising development ideas from international goodwill groups will be considered to integrate security and governance frameworks that attract and facilitate investments creating jobs, opportunities, and hope for Gaza’s future.
A special economic zone with preferential customs tariffs and entry prices will be negotiated with participating countries.
No one will be forced to leave Gaza; those wishing to leave will have freedom of departure and return. The plan encourages people to stay and offers them a chance to build a better Gaza.
The plan includes Hamas and other factions agreeing not to play any role in governing Gaza, directly or indirectly.
All military, terrorist, and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt.
A disarmament process in Gaza will be supervised by independent monitors, involving permanent decommissioning of weapons through an agreed dismantling process, supported by an internationally funded buy-back and reintegration program, fully verified by independent observers. The new Gaza will commit fully to building a prosperous economy and peaceful coexistence with neighbors.
Regional partners will guarantee Hamas and factions’ compliance with commitments, ensuring the new Gaza poses no threat to its neighbors or its people.
The United States, with Arab and international partners, will establish a temporary International Stability Force (ISF) for immediate deployment in Gaza.
This force will train and support vetted Palestinian police forces in Gaza, consulting with Jordan and Egypt, which have extensive experience in this area. It will be the long-term internal security solution.
International security forces will work with Israel and Egypt to secure border areas alongside the newly trained Palestinian police. Preventing arms smuggling into Gaza and facilitating the safe and rapid flow of goods for reconstruction and revitalization is essential. A mechanism to resolve disputes between parties will be agreed upon.
Israel will neither occupy nor annex Gaza. As Israeli security forces establish control and stability, they will withdraw based on agreed criteria, milestones, and timelines linked to disarmament, coordinated between Israeli forces, security forces, guarantors, and the United States, aiming to secure Gaza and prevent it from threatening Israel, Egypt, or their citizens.
Practically, the Israeli army will gradually hand over occupied Gaza territories to Israeli security forces under an agreement with the transitional authority until full withdrawal, except for a security perimeter remaining until Gaza is fully secured from renewed terrorist threats.
If Hamas delays or rejects the proposal, the above, including expanded aid operations, will be implemented in terror-free areas handed over by the Israeli army to Israeli security forces.
An interfaith dialogue based on tolerance and peaceful coexistence values will be established to change Palestinian and Israeli mindsets by emphasizing the benefits of peace.
As Gaza’s redevelopment progresses and the Palestinian Authority’s reform program is faithfully implemented, conditions may finally be ripe for a credible path toward Palestinian self-determination and statehood, a recognized aspiration of the Palestinian people.
The United States will facilitate dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
