While US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu publicly discussed the Gaza plan at the White House, Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani was presenting it to Hamas leaders in Doha, according to Axios citing a knowledgeable source.
The source said Hamas leaders informed the Qatari side that they would study the proposal in good faith.
US officials said they hope to receive a response from Hamas before the end of the week, although Trump did not set a deadline.
Behind the Scenes
On Sunday, White House envoy Steve Witkoff and Trump’s son-in-law Jared Kushner held a six-hour meeting with Netanyahu and his advisor Ron Dermer.
Netanyahu succeeded in making several amendments to the plan’s text, especially regarding the conditions and timetable for the Israeli withdrawal from Gaza.
The new formula linked Israel’s withdrawal to progress in disarming Hamas and granted Tel Aviv veto power over the process.
Israeli forces will remain within a security perimeter in Gaza “until it is fully secured against any renewed terrorist threat,” which could mean indefinitely, according to Axios.
Witkoff told Fox News on Monday that Trump’s plan enjoys broad support in the Middle East and Europe, adding: “We have great acceptance. Are there still some details to be resolved? Yes. But you know President Trump… he will push everyone forward.”
Meanwhile, a senior Arab official involved in the negotiations said that despite Netanyahu’s success in amending the text, it still contains many positive elements for the Palestinians, including a halt to the killing.
Trump’s plan excludes the forced displacement of Palestinians from Gaza and any permanent Israeli occupation of the Strip, as well as annexation of the West Bank.
The plan pledges increased humanitarian aid to Gaza, supports “a credible path toward Palestinian self-determination and statehood,” and obliges Washington to resume peace negotiations between Israel and the Palestinians.
The Trump plan states that “all hostages, alive and dead, will be released within 72 hours of Israel’s public acceptance of the agreement.”
It is unclear whether Netanyahu’s acceptance of the plan has triggered this condition. Even if Hamas responds positively, reaching a final agreement will take much longer than three days.
US and Israeli officials say they hope Arab and Islamic countries will pressure Hamas to accept the plan, pointing to signs that some Hamas leaders are ready to move forward.
The Trump plan also includes a contingency clause in case Hamas rejects it: “If Hamas delays or rejects this proposal, the above, including the expansion of aid operations, will proceed in terror-free areas handed over by Israel to a temporary security force.”
Trump was more explicit: “If Hamas rejects the agreement, Bibi, you will have our full support to do what is necessary.”
