The White House has released US President Donald Trump’s plan for the Gaza Strip, which primarily calls for an immediate end to the war if both parties agree.

The plan consists of twenty points approved by Israeli Prime Minister Benjamin Netanyahu, stipulating that Gaza will be disarmed and governed by a Palestinian committee with international experts, excluding any role for Hamas.

Below is the full text of the document as published by the White House titled “President Donald Trump’s Comprehensive Plan to End the Conflict in Gaza”:

    • Gaza will be a zone free of extremism and terrorism and will pose no threat to its neighbors.
    • Gaza will be rebuilt for its residents who have suffered excessively.
    • If both parties agree to this proposal, the war will end immediately. Israeli forces will withdraw to the agreed line to prepare for the release of prisoners. Meanwhile, all military operations, including air and artillery strikes, will be suspended, and the front lines will remain fixed until conditions for phased full withdrawal are met.
    • Within 72 hours of Israel’s public acceptance of this agreement, all prisoners, alive or dead, will be handed over.
    • Once all prisoners are released, Israel will free 250 prisoners serving life sentences, plus 1,700 Gaza residents detained after October 7, 2023, including all women and children detained in this context. For every Israeli prisoner whose body is returned, Israel will return the bodies of 15 deceased Gazans.
    • Once all prisoners return, Hamas members who commit to peaceful coexistence and surrender their weapons will benefit from a general amnesty. Hamas members wishing to leave Gaza will have safe passage to destination countries.
    • Upon acceptance of this agreement, full aid will immediately enter Gaza. Aid quantities will at least match those stipulated in the January 19, 2025 humanitarian aid agreement, including rehabilitation of infrastructure (water, electricity, sewage), hospitals, bakeries, and equipment for debris removal and road clearance.
    • Entry and distribution of aid into Gaza will be conducted without interference from either party, through the United Nations and its agencies, the Red Crescent, and other international organizations not affiliated with either party. The opening of the Rafah crossing in both directions will follow the same mechanism outlined in the January 19, 2025 agreement.
    • Gaza will be governed by a temporary transitional authority under a technocratic, non-political Palestinian committee responsible for daily public and municipal services. This committee will consist of qualified Palestinians and international experts, supervised and overseen by a new international transitional body called the “Peace Committee” led and chaired by President Donald Trump, with other members and heads of state to be announced, including former Prime Minister Tony Blair. This body will set the framework and manage Gaza’s reconstruction funding until the Palestinian Authority completes its reform program, as outlined in various proposals including Trump’s 2020 peace plan and the Saudi-French proposal, enabling safe and effective control restoration over Gaza. The body will rely on the highest international standards to establish modern, effective governance serving Gaza’s population and attracting investments.
    • A Trump-named economic development plan will be created to rebuild and revitalize Gaza through a committee of experts who contributed to the creation of some of the Middle East’s thriving modern cities. Numerous well-studied investment proposals and exciting real estate project ideas from international goodwill groups will be reviewed to establish a security and governance framework that attracts and facilitates investments creating jobs, opportunities, and hope for Gaza’s future.
    • A special economic zone will be established with preferential customs tariffs and access fees to be negotiated with participating countries.
    • No one will be forced to leave Gaza, and those wishing to leave will be free to do so and return. People will be encouraged to stay and given the opportunity to build a better Gaza.
    • Hamas and other factions commit to no role in Gaza’s governance, directly or indirectly, in any form. All military, terrorist, and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt. A disarmament process supervised by independent observers will include permanent disabling of weapons through an agreed disarmament process supported by an internationally funded buyback and reintegration program, verified by independent monitors. The new Gaza will be fully committed to building a prosperous economy and peaceful coexistence with neighbors.
    • Regional partners will provide guarantees to ensure Hamas and factions respect their commitments and that the new Gaza Strip poses no threat to neighbors or residents.
    • The US will work with Arab and international partners to build a temporary international stabilization force (ISF) to deploy immediately in Gaza. This force will provide training and support to approved Palestinian police forces in Gaza and maintain close contact with Jordan and Egypt, who have extensive experience in this field. This force will be the long-term internal security solution. The international force will work with Israel and Egypt to secure border areas and with the newly trained Palestinian police. Preventing ammunition entry into Gaza and facilitating rapid, safe deployment of goods for Gaza’s reconstruction and revitalization is essential. A de-escalation mechanism between the parties will be agreed upon.
    • Israel will not occupy or annex Gaza. Once the international stabilization force establishes control and stability, the Israeli army will withdraw based on agreed criteria, phases, and timelines linked to disarmament agreed upon by the Israeli army, the international stabilization force, guarantors, and the US, ensuring Gaza is safe and no longer a threat to Israel, Egypt, or their citizens. Practically, the Israeli army will gradually hand over occupied Gaza territories to the international stabilization force per an agreement with the transitional authority until full withdrawal, except for a security perimeter that will remain until Gaza is properly secured against renewed terrorist threats.
    • If Hamas delays or rejects this proposal, the above elements, including the expanded aid process, will be implemented in terror-free areas handed over by the Israeli army to the international stabilization force.
    • An interfaith dialogue process based on tolerance and peaceful coexistence values will be established to attempt to change Palestinian and Israeli mindsets, focusing on the benefits peace can bring.
    • As Gaza’s reconstruction progresses and the Palestinian Authority’s reform program is faithfully implemented, conditions may finally be ripe to open a credible path toward self-determination and the establishment of a Palestinian state, which is recognized as the aspiration of the Palestinian people.
    • The United States will facilitate dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
