This is the text of the agreement presented today by Israeli Prime Minister Benjamin Netanyahu to his government for approval of the first phase steps of the agreement.

1. President Trump declares the end of the war in the Gaza Strip, and both parties agree to take the necessary steps to achieve this.

2. The war ends immediately upon approval by the Israeli government, and all military operations, including air and artillery strikes and targeting operations, are suspended. Aerial surveillance over areas from which the Israel Defense Forces withdrew during the 72-hour period is also suspended.

3. Immediate commencement of full humanitarian aid and relief delivery, as specified in the proposal and at least in accordance with the January 19, 2025 humanitarian aid agreement.

4. The Israel Defense Forces withdraw to the agreed lines according to the attached Map X, to be completed after President Trump’s announcement and within 24 hours of the Israeli government’s approval. The IDF will not return to the areas from which it withdrew as long as Hamas fully complies with the agreement.

5. Within 72 hours of the Israeli forces’ withdrawal, all Israeli hostages, alive and deceased, held in Gaza will be released. Once the IDF completes its withdrawal, Hamas will begin investigating the status of the hostages and collecting all related information, and will provide its observations and results through the information exchange mechanism stipulated in clause 5(e) below.

    • a. Israel will provide information about Palestinian prisoners and detainees from Gaza held in Israel.
    • b. Within 72 hours, Hamas will release all living hostages, including those held by Palestinian factions in Gaza.
    • c. Within 72 hours, Hamas will release the remains of deceased hostages in its possession and those held by Palestinian factions in Gaza.
    • d. Within 72 hours, Hamas will share all information it has obtained related to any remaining deceased hostages through the information exchange mechanism mentioned in paragraph (e).
    • e. Israel will provide information about the remains of deceased Gazans held by it.
    • f. Establishment of an information exchange mechanism between the two sides, through mediators and the International Committee of the Red Cross, to exchange information and intelligence about any remaining deceased hostages not recovered within 72 hours or the remains of Gazans held by Israel. This mechanism ensures the full and safe retrieval of all hostages’ remains and their release. Hamas will exert its utmost efforts to fulfill these commitments as soon as possible. Upon Hamas releasing all hostages, Israel will simultaneously release an equivalent number of Palestinian prisoners according to the attached lists. The exchange of hostages and prisoners will be conducted according to the agreed mechanism through mediators and the International Committee of the Red Cross without any public ceremonies or media coverage.

6. A task force will be formed including representatives from the United States, Qatar, Egypt, Turkey, and other countries agreed upon by both parties to monitor and coordinate implementation with both sides.
