The Ministry of Economy and Tourism organized the second Bureaucracy Zeroing Forum in Dubai to highlight its efforts in developing its digital services system and enhancing its efficiency, relying on advanced technologies and artificial intelligence, simplifying procedures for business owners and individuals, and supporting communication with partners in both government and private sectors to contribute to achieving the targets of the “Bureaucracy Zeroing Program.” The event was attended by His Excellency Abdullah bin Touq Al Marri, Minister of Economy and Tourism, and His Excellency Dr. Thani Al Zeyoudi, Minister of Foreign Trade.

The forum witnessed wide participation from representatives of several ministries and federal and local entities in the country, including Mohamed bin Taliah, Head of Government Services at the UAE Government, Engineer Abdullah Al Muwaiji, Chairman of Ajman Chamber of Commerce, Badriya Al Meidour, Assistant Undersecretary for Support Services Sector at the Ministry of Economy and Tourism, Marwan Al Zaabi, Assistant Undersecretary for Regions Sector at the Ministry of Climate Change and Environment, and Fatima Al Naqbi, Acting Assistant Undersecretary for Support Services Sector at the Ministry of Finance.

Facilitating Procedures

Abdullah bin Touq confirmed that since the launch of the Bureaucracy Zeroing Program, the UAE government has been keen to adopt an integrated vision based on foresight and facilitating the lives of citizens, residents, and visitors by developing advanced government services and establishing a competitive national model that provides simpler, faster, and more efficient procedures globally, enhancing economic sector growth, creating a stimulating business environment, and improving community quality of life.

He added: “The Ministry of Economy and Tourism has made significant progress in supporting the achievement of this pioneering national program’s goals through integrated axes that included providing fast and easy digital services to customers, stimulating the business environment, supporting private sector growth, and increasing economic activities in the country. The ministry also worked to find solutions to all obstacles and unnecessary procedures that may hinder business practice in the UAE, ensuring the program’s comprehensive and sustainable impact.”

In his opening speech at the forum, he said: “The ministry was among the pioneering government entities in facilitating procedures and services, especially during the 2020 pandemic, when it took unprecedented decisions to enhance full digital transformation. At that time, an integrated vision was adopted to fully transition to the digital space, and after only three years from the pandemic, all our services became available through the ministry’s website and its digital application, aiming to reduce bureaucratic complexities and enhance the efficiency of various business and economic activities.”

Engineer Mohamed bin Taliah, Head of Government Services at the UAE Government, confirmed that the second phase of the Bureaucracy Zeroing Program focuses on zeroing digital bureaucracy, enhancing linkage between government entities to facilitate procedures, speed up information exchange, and reduce routine in service delivery. He pointed out that the UAE government continues to work on consolidating the zero bureaucracy approach and enhancing innovation based on placing humans at the heart of policies, initiatives, projects, and services, ensuring sustainable quality of life and a more prepared and resilient society for the future.

The forum included several presentations about the digital services that the Ministry of Economy and Tourism is developing and re-engineering in the upcoming phase to improve the beneficiaries’ experience. It also discussed the latest updates related to the “Bureaucracy Zeroing” program, the tangible achievements so far, and its role in enhancing the competitiveness of the government’s service system in the country, alongside discussing future trends and innovative practices aimed at enhancing the effectiveness of government services and facilitating procedures for citizens, residents, and visitors.

“Excellence Leadership” Initiative

During the event, the ministry announced the launch of a new initiative to support bureaucracy zeroing efforts called “Excellence Leadership.” This initiative stems from the ministry’s vision of placing humans at the core of its priorities and aims to contribute to improving the quality of life for every citizen and resident in the country, enabling them to optimally benefit from available opportunities and enhance their productivity and creativity capabilities. The initiative aligns with the second phase of bureaucracy zeroing and focuses on individuals and institutions, especially small and medium enterprises, contributing to building a more prosperous and advanced society, reflecting the UAE’s status as a supportive and enabling country for humans in various life fields.

New Batch

The forum also witnessed the graduation of a new batch from the Digital Services Design course, which provides the most important principles and foundations for designing innovative digital services based on the Government Services Development 2.0 methodology issued by the UAE Government. The course aims to provide a smooth experience that saves time and effort for customers and contributes to preparing national cadres capable of actively supporting the country’s bureaucracy zeroing efforts.
