Under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the Emirate of Dubai will host the 28th Universal Postal Union (UPU) Congress from September 8 to 19, 2025, at the Dubai World Trade Centre. The event will gather 2,000 participants from 192 member countries of the Union, including remote participants via visual communication channels.

The hosting of the congress in Dubai aims to empower international efforts to shape the future of the postal and logistics sector, in line with the UAE’s vision to enhance international cooperation through trade and service networks.

The congress, held every four years, is the most prominent event organized by the Universal Postal Union, the specialized UN agency for the postal sector. It brings together decision-makers and senior officials from member states, including relevant ministers, heads of national postal organizations, and leading experts from the public and private sectors.

The congress comes at a time when the world is witnessing unprecedented acceleration in e-commerce and digital transformation, along with growing demands for quality, reliability, and cybersecurity, reflecting the UAE’s position as a global hub for innovation and logistical integration.

“Dubai Strategy”

The congress will include discussion sessions to adopt the new UPU strategy for 2026-2029, named the “Dubai Strategy” in honor of the host country.

The congress will also elect the Director General and Deputy Director General of the Universal Postal Union for the next term, as well as select member countries for the Administrative Council and Postal Operations Council, which oversee the implementation of strategic decisions and monitor operational performance.

Sultan Al Mansoori, Chairman of the Supreme Committee for the Preparation and Supervision of the Congress, said: “The UAE’s hosting of this global event confirms its proactive approach in building an integrated international system that enhances communication between countries and provides platforms for practical dialogue aimed at developing policies aligned with future requirements. Since joining the Union in 1973, and within the framework of the ‘We the UAE 2031’ vision, the country continues its active role in supporting the global postal system through qualitative contributions based on innovation, data governance, and expanding financial inclusion.”
