Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, emphasized that preparing scientific and research leaders is a fundamental pillar for achieving excellence and leadership in higher education institutions. He pointed out that the ministry pays special attention to training and qualification programs that contribute to building cadres capable of leading research centers and institutes with an advanced vision aligned with the requirements of the new republic.
He explained that investing in human resources is the real investment to achieve sustainable development and enhance Egypt’s scientific status regionally and internationally.
In this context, a training program was held for candidates to assume leadership positions in research centers, institutes, and bodies (Institute Dean – Department Head – Division Head), equivalent to the rank of college dean. The program was organized by the Leadership Preparation Institute from August 23 to 25, 2025, under the patronage of Dr. Ayman Ashour, and directed by the Supreme Council of Universities in cooperation with the Council of Research Centers, Institutes, and Bodies. The program embodies the state’s approach to empower research leadership and equip them with the knowledge and expertise necessary to lead their institutions efficiently and effectively.
The program included lectures covering legal aspects in higher education and scientific research institutions, emphasizing the importance of understanding the legal framework to achieve good governance and ensure institutional performance integrity. One lecture discussed national security issues and contemporary challenges, highlighting the role of societal awareness and risk management in protecting state stability.
Another lecture addressed integrity and anti-corruption issues by reviewing transparency, accountability, and the rule of law as tools to establish trust within the academic community. A further lecture covered the dimensions of digital transformation and its importance in developing research institutions, stressing that transformation is not limited to technology but also includes building human capacities and enhancing innovation. The program concluded with a lecture on the art of administrative and academic leadership, emphasizing the importance of an inspiring leader in shaping a sustainable vision and managing change efficiently.
In this regard, Dr. Walid Al-Zawawi, Secretary of the Council of Research Centers, Institutes, and Bodies, stated that the training program represents a fundamental step in qualifying research leadership and reflects the council’s keenness to develop the scientific research system by building qualified human cadres capable of facing challenges. He confirmed that empowering leaders with modern knowledge and expertise is a long-term investment in serving society and enhancing its developmental role.
Meanwhile, Dr. Karim Hammam, Advisor to the Minister of Higher Education for Student Activities and Director of the Leadership Preparation Institute, confirmed that the program represents a strategic platform for interaction and exchange of experiences, and a starting point towards building a new generation of aware leaders capable of making a qualitative leap in higher education and scientific research institutions.
