Engineer Sherif Al-Sharbini, Egypt’s Minister of Housing, announced an extension of the reservation period, purchasing the terms booklet, and paying the earnest money deposit and administrative fees for the second phase of the presidential initiative “Housing for All Egyptians 7” for low- and middle-income citizens. The extension lasts for two additional weeks until Sunday, September 14, 2025. The Social Housing Fund responded to citizens’ requests to extend the reservation period to give everyone a full opportunity to apply and reserve the housing unit they desire. The new phase has seen clear demand, with over 207,000 booklets sold and more than 144,000 citizens submitting applications and documents, while over 109,000 have paid the earnest money deposit at automated post offices. The Capital Gardens city topped the list of cities with the highest demand, followed by October Gardens and New October.

It is essential for applicants who registered online to pay the earnest money deposit at automated post offices; failure to complete all procedures outlined in the terms booklet means the application will not be officially processed. Applicants can modify their data during the application process via the Egypt Digital Portal by returning to any data entry stage or using the “Edit Data” button in the summary stage. Payment must be made within 24 hours of completing the application, or within 24 hours after the announcement closes if applied on the last day. Canceling the application deletes all previous steps and data permanently. Forms and declarations must be downloaded from the portal, filled, signed, and re-uploaded. Payment of the earnest money deposit under the random allocation system must be within 24 hours of registration, with the application status updated after one working day.

Cancellation after payment is not allowed, and payment receipts are submitted with required documents during inquiry or contracting. The first booklet on the Egypt Digital platform is for low-income citizens applying in under-construction governorates with delivery within 36 months, including Beheira, New Valley, Dakahlia, Minya, Matrouh, Damietta, and Red Sea. The second booklet is for ready-to-deliver units in Aswan, Beni Suef, Assiut, Luxor, Giza, Fayoum, Menoufia, Minya, and Qena. Applications in Damietta (Shata city) are limited to previous applicants in Shata and Ezbet El Borg, while in the Red Sea (Hurghada city), applications are limited to previous applicants in the tenth announcement. The third booklet is for new cities and governorates, limited to clients who previously applied in “Housing for All Egyptians 5” but were out of priority or did not meet conditions and withdrew their earnest money deposit.
