The first phase of the plan is scheduled to begin with the release of Israeli and Palestinian prisoners by Monday, which Britain described as a “historic turning point” after two years of war.

The office said Starmer will praise the role of former US President Donald Trump and the diplomatic efforts made by Egypt, Qatar, and Turkey in mediating the agreement.

Starmer is expected to call for continued international coordination to implement the next phase, which includes deploying a mission to monitor the ceasefire and forming a transitional government in Gaza.

Starmer will emphasize the “steadfast support” Britain provides to help stop the fighting and deliver humanitarian aid.

The Egyptian city of Sharm El-Sheikh will host a peace summit next Monday to end the war in the Gaza Strip, jointly chaired by Egyptian President Abdel Fattah el-Sisi and US President Donald Trump, with participation from leaders of more than 20 countries. This follows the agreement on a ceasefire and prisoner exchange between Hamas and Israel, whose first phase took effect last Friday.

An Egyptian presidency statement said: “An international summit titled ‘Sharm El-Sheikh Peace Summit’ will be held in Sharm El-Sheikh on the afternoon of Monday, October 13, 2025, jointly chaired by President Abdel Fattah el-Sisi and US President Donald Trump, with leaders from more than twenty countries participating.”

The statement added: “The summit aims to end the war in Gaza, enhance efforts to establish peace and stability in the Middle East, and open a new chapter of regional security and stability. This summit comes in light of US President Donald Trump’s vision to achieve peace in the region and his earnest efforts to end conflicts worldwide.”

In this context, the Israeli newspaper Yedioth Ahronoth reported that Israel will not participate in the Sharm El-Sheikh Peace Summit scheduled for next Monday, which is the expected day for the release of all Israeli detainees, according to the Gaza ceasefire agreement.
