The Greater Amman Municipality has issued instructions to control violations and assaults on public parks, gardens, and urban spaces for the year 2025.
The instructions include preparing an inspection and monitoring plan for public parks, gardens, and urban spaces within the boundaries of the Greater Amman Municipality by the Agriculture Department or the Parks and Desertification Combat Department. Inspection teams will be assigned to monitor the parks and control violations.
The instructions emphasize that it is prohibited for anyone to cause damage to aesthetic works such as fountains, waterfalls of all kinds, lawns, gates, benches, irrigation networks, lighting poles and units, sports field turf, umbrellas, waste bins, and any other aesthetic works or their equivalents implemented by the municipality inside public parks, gardens, and affiliated urban spaces.
It was clarified that if a complaint is received through any available communication means from citizens, residents, visitors, municipal area or department employees, or senior management, the nearest inspection team is notified to go to the incident site and take necessary action by controlling the violations with a team of two or more employees accompanied by the competent security authorities (Environmental Police).
The inspection team presents their official identification to the offender, then issues a violation report, fills in the necessary information, and describes the violation according to the designated form, either on paper or electronically. The offender and the inspection team sign the violation report form “Organizers of Control”.
The instructions also mention that the inspection team confiscates the tools used in the violation and issues a report accordingly, either on paper or electronically. These tools are not returned except after a final court decision absolves the offender of responsibility for the violation. The offender is given a copy of the report or notified by text message.
All violation reports and confiscated items are electronically submitted to the relevant department to be forwarded to the court according to procedures. These confiscated items are deposited in the criminal evidence warehouse “Criminal Deposits” affiliated with the court.
The relevant department also contacts the administrative governor to oblige the offender to restore the situation to its original state for violations that require this according to Article (8) of the regulations.
It was explained that if the vehicle owner flees, the vehicle is circulated according to procedures through the Public Security Directorate, and the vehicle license is not renewed until the owner rectifies the situation by visiting the municipality.
The instructions set conditions for appointing agriculture and forestry inspectors, requiring a minimum educational qualification of a successful high school certificate, passing approved training courses including communication skills, specialized training related to field inspection skills, report writing, violation reporting, and understanding governing legislations. The inspector must have good conduct and not be convicted of any felony or dishonorable misdemeanor.
Regarding the duties of agriculture and forestry inspectors, the instructions specify commitment to integrity and neutrality in performing duties, wearing the uniform during work, maintaining the cleanliness and appearance of the uniform, adhering to governing legislations, and not violating citizens’ rights.
The general specifications for the official uniform of agriculture and forestry inspectors include a jacket bearing the municipality’s logo and the Agriculture and Forestry Directorate’s emblem, along with an identification card showing the name and job title.
The municipality’s responsibilities based on these instructions include qualifying and training agriculture and forestry inspectors on field tasks and public interaction, holding workshops to familiarize them with relevant legislations, raising public awareness about the importance of preserving parks and public facilities, providing communication channels to report vandalism or damage, encouraging reporting violations, and emphasizing the importance of the official uniform in enhancing the inspectors’ credibility and protecting them from any assault during their duties.
