The White House today (Monday) presented the comprehensive plan by US President Donald Trump aimed at ending the Israeli war on the Gaza Strip. The plan includes 21 points, featuring a three-stage Israeli military withdrawal and the administration of Gaza under a temporary transitional rule by a non-political Palestinian technocratic committee.
Details of the plan include:
- Gaza will become a de-radicalized and terrorism-free zone posing no threat to its neighbors.
- Reconstruction of Gaza for its residents who have suffered enough.
- If both parties agree to the proposal, the war will end immediately.
- Israeli forces will withdraw to an agreed line in preparation for a hostage release operation, during which all military operations including air and artillery strikes will cease, and front lines will remain frozen until full phased withdrawal conditions are met.
- Within 72 hours of Israel announcing acceptance of the agreement, all hostages will be returned alive or deceased.
- Once all hostages are released, Israel will free 250 prisoners serving life sentences plus 1700 detainees from Gaza held since October 7, 2023, including all women and children detained in that context. For every Israeli hostage body returned, Israel will hand over the remains of 15 Palestinians from Gaza.
- After all hostages are returned, Hamas members who commit to peaceful coexistence and disarmament will be granted general amnesty. Those wishing to leave Gaza will be provided safe passage to receiving countries.
- Upon acceptance, comprehensive and immediate aid will enter Gaza, at minimum matching the quantities stipulated in the January 19, 2025 humanitarian aid agreement, including infrastructure rehabilitation (water, electricity, sewage), hospital and bakery restoration, and equipment for rubble removal and road opening.
- Aid distribution in Gaza will be allowed without interference from either party, through the UN and its agencies, the Red Crescent, and other international institutions not affiliated with either side. The opening of Rafah crossing in both directions will follow the mechanism applied under the January 19, 2025 agreement.
- Gaza will be governed under a temporary transitional rule by a non-political Palestinian technocratic committee managing public services and local affairs. This committee will consist of qualified Palestinians and international experts under the supervision of a new international transitional body called the “Peace Council,” chaired by President Donald Trump, with members and heads of states to be announced later, including former UK Prime Minister Tony Blair. This body will set the framework and manage funding for Gaza’s reconstruction until the Palestinian Authority completes its reform program, as outlined in several proposals including Trump’s 2020 peace plan and the Saudi-French proposal, enabling effective and secure control restoration over Gaza. The council will adopt best international standards for modern, effective governance serving Gaza’s residents and attracting investments.
- Trump’s economic development plan will rebuild and revitalize Gaza through a committee of experts who helped establish prosperous modern cities in the Middle East. Numerous studied investment proposals and promising development ideas by well-intentioned international parties will be integrated within security and governance frameworks to attract and facilitate investments, creating jobs and hope for Gaza’s future.
- A special economic zone with preferential tariffs and access mechanisms will be negotiated with participating countries.
- No one will be forced to leave Gaza; those wishing to leave may do so freely and return as they wish. Residents will be encouraged to stay and given opportunities to build a better Gaza.
- Hamas and other factions pledge not to participate in any form of governance in Gaza, directly or indirectly. All military, offensive, and terrorist infrastructure including tunnels and weapons production facilities will be destroyed and not rebuilt. Gaza’s disarmament will be conducted under independent observers, including permanent decommissioning of weapons through an agreed disarmament mechanism supported by an internationally funded buy-back and reintegration program, verified by independent monitors. “New Gaza” will fully commit to building a prosperous economy and peaceful coexistence with neighbors.
- Regional partners will provide guarantees ensuring Hamas and factions adhere to commitments and that “New Gaza” poses no threat to neighbors or residents.
- The US will work with Arab and international partners to develop a Temporary International Stabilization Force (ISF) deployed immediately in Gaza. This force will train and support vetted Palestinian police forces in consultation with Jordan and Egypt, who have extensive experience. These forces will provide long-term internal security. The ISF will cooperate with Israel and Egypt to secure border areas alongside newly trained Palestinian police. Preventing arms smuggling into Gaza and facilitating rapid, safe flow of goods for reconstruction and revitalization are essential. A mechanism to avoid clashes between parties will be agreed upon.
- Israel will not occupy or annex Gaza. With control and stability established by the international stabilization force, Israeli military forces will withdraw according to timelines linked to disarmament, agreed upon by the Israeli army, the stabilization force, guarantors, and the US, aiming to make Gaza safe without threats to Israel, Egypt, or their citizens. Israeli forces will gradually transfer control of occupied Gaza territories to the stabilization force under an agreement with the transitional authority until withdrawal completes, except for a surrounding security presence until Gaza is guaranteed free of renewed terrorist threats.
- If Hamas delays or rejects the proposal, the above, including expanded aid operations, will be implemented in terrorism-free areas handed over from the Israeli army to the stabilization force.
- An interfaith dialogue path based on tolerance and peaceful coexistence values will be established to change mindsets and narratives among Palestinians and Israelis by emphasizing the benefits of peace.
- As Gaza’s reconstruction progresses and the Palestinian Authority’s reform program is seriously implemented, conditions may finally become available for a reliable path toward Palestinian self-determination and statehood, recognized as a hope for the Palestinian people.
- The US will launch a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
