The Dubai Land Department has launched the Emirati Real Estate Companies Incubator Program, in collaboration with Dubai Silicon Oasis, the New Economy Academy, and Rochester Institute of Technology in Dubai, as part of the national campaign “UAE, the Capital of Entrepreneurs in the World,” launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, aiming to establish the UAE as a global hub for entrepreneurship.
The announcement was made during a press conference held yesterday in Dubai, attended by Omar Hamad Boushahab, Director General of the Dubai Land Department, Badr Buhannad, Director General of Dubai Silicon Oasis, and Dr. Leila Fereidoun, CEO of the New Economy Academy.
The “Emirati Real Estate Companies Incubator” program, starting its first cycle on October 27, 2025, lasting six months and hosted by Dubai Silicon Oasis, aims to incubate 50 Emirati real estate companies. The program will work with them to establish full-time real estate agencies or companies, not just independent brokers.
The program enhances participants’ skills, enabling them to build their own companies in real estate brokerage, enter the market strongly, and manage their businesses according to best global practices.
Empowering Competencies
Omar Boushahab emphasized Dubai Land Department’s keenness to empower Emirati real estate brokers by providing them with the knowledge and skills needed for success. He said, “Through this new incubator, we aim to build a generation of Emirati real estate brokers capable of establishing leading brokerage firms that contribute to market sustainability and enhance the UAE’s position as a global real estate investment hub.”
He added, “We have witnessed an increase in the number of Emirati real estate brokers thanks to the Dubai Real Estate Broker Program. While they used to number around 700 out of 30,000 brokers in Dubai, we have successfully added 1,800 new brokers since the program’s launch in 2024. Our Emirati brokers have managed transactions worth up to 10 billion dirhams during this period.”
Badr Buhannad said, “Our collaboration with the Dubai Land Department and academic partners in launching the program will provide participants with a stimulating educational environment that allows them to benefit from an integrated business ecosystem combining technology, real estate, and entrepreneurship.”
He added, “Our participation in incubating the program reflects our commitment to developing Emirati competencies in the real estate sector, providing them opportunities for active market engagement, and enabling them to establish an integrated business ecosystem that allows them to build successful real estate projects contributing to enhancing the UAE’s competitiveness and global leadership, developing innovative real estate companies that support national economic growth. Hosting the program also reinforces the Oasis’s reputation as a knowledge center, innovation incubator, and future communities hub.”
Dr. Leila Fereidoun said, “Through the program, we aim to provide advanced training content combining academic and practical aspects, focusing on real estate project management, using modern technology, and building participants’ leadership capacities, enabling them to transform their ideas into companies based on solid foundations and capable of competing.”
She added, “Our cooperation with the Dubai Land Department and Dubai Silicon Oasis provides a comprehensive educational environment ensuring participants acquire advanced tools in real estate management and marketing, enabling them to establish competitive companies achieving sustainable success, and enhancing their chances to build innovative real estate companies contributing to national economic growth.”
