Russian news agency TASS quoted Dmitry Shugayev, head of the Russian Federal Service for Military-Technical Cooperation, saying that “Moscow and New Delhi are holding talks to supply India with more S-400 missile systems.”

Shugayev noted that “India already has our S-400 system… There is potential for expansion in this area, which means new deliveries. But we are still at the negotiation stage.”

Meanwhile, Indian Prime Minister Narendra Modi told Russian President Vladimir Putin on Monday that “India and Russia have stood side by side even in difficult times,” after Putin described Modi as a “close friend,” during the Shanghai Cooperation Organization meeting in China.

India signed a $5.5 billion deal with Russia in 2018 to acquire five S-400 systems, which it said were needed to counter a threat from China. However, deliveries have been delayed several times, with Russia expected to deliver the last two units to India in 2026 and 2027.
