The United Arab Emirates has informed the US administration that Israel’s annexation of the occupied West Bank would harm the Abraham Accords and undermine President Donald Trump’s hopes to expand them, according to two informed sources.
According to Axios, Israel is considering annexing large parts of the West Bank later this month in response to several Western countries’ intentions to recognize the State of Palestine. President Trump is likely the only foreign player who can prevent this. The UAE’s message is that if he does not act, a key part of his foreign policy legacy could collapse.
The site emphasized the importance of the UAE’s stance because Abu Dhabi was the first Arab country to condemn the October 7 attacks, maintained relations with Israel throughout the Gaza war, and even worked with the Israeli government on a post-war plan. However, the Emiratis have made it clear both publicly and privately that they see annexation of parts of the West Bank as a “red line.”
A senior Emirati official told Axios, “If these plans are implemented, they will cause severe damage to Emirati-Israeli relations and irreparably harm whatever remains of the regional integration vision. In many ways, Israel’s choice now is annexation or integration.”
Israeli Prime Minister Benjamin Netanyahu has held several internal discussions about possible annexation operations but no decisions have been made, according to Israeli officials. President Trump twice blocked planned Israeli annexations during his first term but has not taken a position this time yet.
Two Israeli officials claim that US Secretary of State Marco Rubio indicated in private meetings that he does not oppose West Bank annexation and that the Trump administration will not stand in the way.
Nevertheless, US presidential envoy Steve Witkoff believes Israeli annexations will complicate the US’s ability to work with the Arab world on a post-war Gaza plan and undermine the chances of a Saudi-Israeli peace deal, according to two sources familiar with the matter.
Notably, the UAE conditioned signing the accords in 2020 on Israel excluding annexation of Palestinian territories. While Israeli officials say this commitment was time-bound and has ended, Emirati officials say annexation violates the spirit of the accords.
Over the past two weeks, Emirati officials have spoken to both the White House and Netanyahu’s government to warn about the consequences of annexation, the sources said. Emirati officials declined to comment on those private discussions but did not deny deep concern and anger in Abu Dhabi about Israel’s plans.
The senior Emirati official did not explicitly threaten to cancel the UAE-Israel peace agreement but did not rule it out either.
The official said, “Annexation will be the ‘death knell for the two-state solution,'” rejecting claims that Israel would simply retaliate against the next wave of Palestinian recognitions, calling that “incredible.”
In an interview with The Times of Israel, Lana Nusseiba, senior adviser to the UAE Foreign Minister, said Abu Dhabi believes the Trump administration has “many tools” to influence Israeli policy and prevent annexation.
She added, “We trust that President Trump will not allow the Abraham Accords pillar of his legacy to be distorted, threatened, or derailed by extremists and hardliners.”
Rubio is expected to visit the region soon and participate in an event organized by a settler group at a politically sensitive archaeological site beneath the Palestinian village of Silwan in East Jerusalem, very close to Al-Aqsa Mosque, Israeli officials say.
Rubio previously ordered Palestinian officials barred from attending the United Nations General Assembly later this month, as part of a series of steps taken by the administration against the Palestinian Authority.
Netanyahu is expected to hold another meeting on the annexation plan on Thursday, Israeli officials say. Netanyahu’s close friend and Israeli Strategic Affairs Minister Ron Dermer is expected to travel to Miami on Sunday and later visit Washington for talks with Rubio and Witkoff.
