Dr. Mostafa Madbouly, the Prime Minister, holds a meeting of the Governors Council to discuss the decision to form committees responsible for inventory and evaluation of various areas according to amendments to the Old Rent Law. The Old Rent Law No. 164 of 2025 regulates certain provisions related to rental laws and reorganizes the relationship between landlords and tenants. The law stipulates the formation of inventory committees by decision of the competent governor in each governorate to divide areas with rented residential units under this law into distinguished, medium, and economic zones, considering criteria such as geographical location, building level and materials, utilities, transportation networks, and annual rental value based on the Real Estate Tax Law No. 196 of 2008. These committees must complete their work within three months, extendable once by the Prime Minister’s decision.
The law also sets new legal rental values for residential and non-residential places with minimum amounts and periodic annual increases of 15%. Tenants must pay a monthly rent of 250 Egyptian pounds until the committees complete their work, after which any differences are paid in installments.
