Elected officials in Casablanca have accused the municipal council of favoring certain districts over others in project allocations, undermining the principle of spatial justice and equal distribution of development projects among Casablanca residents.
Officials noted that the agenda of municipal council sessions reveals that some districts benefit more from projects, while others are rarely included.
The Justice and Development Party (PJD) councilors in Casablanca accused Mayor Nabila Rmili and her executive office of basing project benefits on various considerations rather than spatial justice.
Abdessamad Haiker, head of the PJD councilors’ team, stated that “spatial justice is absent,” pointing out that projects are implemented in certain districts due to factors related to general kinship, party affiliation, and others.
During the regular October session held on Tuesday, Haiker addressed Mayor Nabila Rmili, emphasizing that “it is unacceptable for districts to progress at different speeds, and unacceptable that slum pockets remain in some districts.”
Abdessadek Morshid, the municipal council secretary, responded to these criticisms in a statement to Hespress, saying: “We meet the needs of the districts and respect the principle of spatial justice, as different areas are included in each session.”
The official spokesperson for Casablanca municipality noted that the council responds to the requirements, particularities, and aspirations of each district within the framework of spatial justice.
Morshid, who is also president of the Maarif district, highlighted that “if it appears that decisions are based on partisan choices, that is a respected opinion; but for us, projects have been implemented in districts not affiliated with majority parties such as Ain Sebaa and Hay Mohammadi.”
The speaker added that all district presidents are convinced that project management involves a form of spatial justice, that their aspirations are heard, and that the council operates according to a plan formulated within an approved work program.
