A White House official confirmed that President Donald Trump told European leaders on Thursday that Europe must stop buying Russian oil, which he said helps Moscow finance its war on Ukraine.

Trump spoke in a call to the “Coalition of the Willing” led by French President Emmanuel Macron. Leaders of these countries met in Paris to discuss security guarantees for Kyiv in case a peace agreement with Russia is reached.
The official said, “President Macron and European leaders invited President Trump to the ‘Coalition of the Willing’ meeting. President Trump emphasized the necessity for Europe to stop buying Russian oil that funds the war, as Russia earned 1.1 billion euros from fuel sales to the European Union in one year.”
The European Commission proposed legislation to gradually stop the EU’s purchase of oil and gas from Russia and completely end dependence by January 1, 2028, as Brussels seeks to sever decades-long energy ties with Russia following its invasion of Ukraine in 2022.
Most European countries stopped importing Russian oil in 2022 and Russian fuel in 2023. It remains unclear whether Trump was referring to ongoing crude imports by Hungary and Slovakia or imports of fuel refined from Russian crude in third countries like India.
The official mentioned that Trump also urged “European leaders to apply economic pressure on China for financing Russia’s war efforts.”
Trump is frustrated by his inability to stop the fighting in Ukraine after initially saying he would end the war quickly when he took office in January.
He refrained from imposing new sanctions on Russia and China, which are among the largest buyers of Russian oil. However, he increased tariffs on U.S. imports from India, another major consumer of Russian energy.
Trump ignored talks this week between Chinese President Xi Jinping and Russian President Vladimir Putin but also said the two leaders might be conspiring against the United States.
The U.S. president also continues to pressure Europeans to bear more of the burden the U.S. carries in defending Europe while hesitating to commit more American support to a war he wants to end.
The White House official said Ukrainian President Volodymyr Zelensky and European Commission President Ursula von der Leyen were among the leaders who spoke on the call.
The official added, “The ‘Coalition of the Willing’ meeting was about security guarantees for Ukraine. President Trump questioned the seriousness of the countries while they continue to feed Russia’s economy and war. The president made clear this is not his war and that Europeans must intensify their efforts as well.”
The official did not provide details about the discussion on security guarantees, but Trump has previously expressed support for Ukraine without making specific commitments. Macron said on Thursday that 26 countries pledged to support Ukraine in the post-war phase through an international force on land, sea, and air.
Trump had previously threatened sanctions on countries buying Russian oil but did not impose direct tariffs on Moscow when he announced large tariffs on dozens of countries in April.
