His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect him – chaired the Cabinet session held today in Riyadh.
At the beginning of the session, the Crown Prince expressed his thanks and appreciation to the leaders of brotherly and friendly countries for their sincere feelings towards the Kingdom of Saudi Arabia on the occasion of the 95th National Day, praising God for the blessings bestowed upon this blessed country of stability, prosperity, development, and unprecedented achievements in its progress and prosperity journey.
The Cabinet reviewed the overall state affairs in recent days, especially those related to strengthening relations with various countries worldwide, praising in this context the results of the visit of the Prime Minister of the Islamic Republic of Pakistan, Muhammad Shehbaz Sharif, to Saudi Arabia, during which the “Joint Strategic Defense Agreement” was signed to develop defense cooperation between the two brotherly countries and achieve security and peace in the region and the world.
His Excellency Minister of Media, Mr. Salman bin Yousef Al-Dosari, stated in his statement to the Saudi Press Agency after the session that the Council appreciated the active participation of the Saudi delegation in the 80th session of the United Nations General Assembly and the international meetings held within it, reflecting the Kingdom’s global standing, its pivotal role in international politics, its pioneering efforts supporting peace and justice, and activating the principle of dialogue and peaceful solutions on all levels.
The Cabinet also addressed the success of the Kingdom’s intensive efforts in increasing the number of countries recognizing the State of Palestine and the growing international will to consolidate the Palestinian people’s right to self-determination.
The Council expressed Saudi Arabia’s welcome of the US administration’s announcement of President Donald Trump’s comprehensive plan to end the conflict in the Gaza Strip, rebuild the sector, facilitate unrestricted humanitarian aid entry, and the President’s declaration that he would not allow the annexation of the West Bank to Israel.
The Council affirmed the Kingdom’s readiness to cooperate with the United States to achieve a comprehensive agreement to stop the war in Gaza, implement the full Israeli withdrawal from the sector, and deliver sufficient humanitarian aid without restrictions; contributing to efforts to achieve a just and comprehensive peace based on the two-state solution, ensuring the establishment of the Palestinian state on the 1967 borders with East Jerusalem as its capital.
The Minister of Media also noted that the Cabinet appreciated Saudi Arabia’s election as a member of the Board of Governors of the International Atomic Energy Agency, confirming the international community’s confidence in its active and constructive role and continuous efforts to enhance joint cooperation in this field to serve development and global peace.
The Council considered Saudi Arabia’s election as a member of the International Civil Aviation Organization (ICAO) Council, after receiving 175 votes out of 184, as a high appreciation from member states for the Kingdom’s leading role, contributions, and initiatives in this sector.
The Council confirmed that the joining of the Imam Turki bin Abdullah Royal Reserve to the Man and the Biosphere Programme of UNESCO reflects the Kingdom’s firm commitment to protecting its natural environments and its ongoing efforts in biodiversity conservation and sustainable development.
The Cabinet praised the outcomes of the second edition of the Global Infrastructure Forum held in Riyadh, which witnessed wide participation from various countries and the signing of agreements and memoranda of understanding to build a sustainable future in this vital sector, enhancing quality of life and improving urban landscapes.
The Council reviewed the development of water sector services across all regions of the Kingdom, including the inauguration and groundbreaking of 122 environment, water, and agriculture projects in the Eastern Region at a cost exceeding 28.8 billion Saudi Riyals, to achieve environmental and water sustainability, enhance production, storage, distribution, treatment systems, and improve water quality.
The Cabinet reviewed agenda items, including topics studied by the Shura Council, and considered the conclusions of the Political and Security Affairs Council, the Economic and Development Affairs Council, the Cabinet’s General Committee, and the Cabinet Experts Authority, reaching the following decisions:
First:
Authorizing the Minister of Environment, Water and Agriculture or his deputy to discuss and sign a memorandum of understanding with the Somali Ministry of Environment and Climate Change in the field of environmental protection.
Second:
Authorizing the Minister of Investment or his deputy to sign an agreement between Saudi Arabia and Morocco on the promotion and mutual protection of investments, then submit the signed final copy to complete legal procedures.
Third:
Authorizing the Minister of Education or his deputy to discuss and sign a memorandum of understanding with the Republic of Korea’s Ministry of Health and Welfare on cooperation in health education, training, and research.
Fourth:
Authorizing the President of the Saudi Data and Artificial Intelligence Authority or his deputy to discuss and sign a cooperation agreement with the Islamic World Educational, Scientific and Cultural Organization (ICESCO).
Fifth:
The Tourism Development Fund joined as an associate member of the World Tourism Organization.
Sixth:
The Minister of Finance issued the necessary license for (Easy Bank).
Seventh:
Approval of promotions and appointments at the 14th and 15th ranks as follows:
- Promotion of Saad bin Salem bin Saad Al-Amiri Al-Shahri to Senior Business Advisor, rank 15, at the General Directorate of Civil Defense.
- Appointment of Tarjam bin Salama bin Saidan as Commander of the 15th Battalion, rank 15, at the Ministry of National Guard.
- Appointment of Saeed bin Masoud bin Mohammed Al-Harthi as Deputy Emir of Najran Region, rank 14.
- Promotion of Redha bin Hayel bin Fayez Al-Alimi Al-Ruwaili to Office Manager, rank 14, at Al-Jouf Region Emirate.
- Promotion of Fahad bin Mohammed bin Nasser bin Dhawi to Branch Manager, rank 14, at the Ministry of Environment, Water and Agriculture.
- Promotion of Omar bin Hassan bin Omar Sabbagh to Office Manager, rank 14, at the Ministry of Media.
- Appointment of Malhi bin Hassan bin Mohammed Oqda as General Manager, rank 14, at the Ministry of Education.
The Cabinet also reviewed several general topics on its agenda, including annual reports from the Saudi Electricity Regulatory Authority, the Efficiency and Government Projects Authority, the Authority for the Care of Persons with Disabilities, the Saudi Energy Efficiency Center, the Saudi Accreditation Center, the King Abdulaziz Arabian Horse Center, and the National Center for Sustainable Agriculture Research and Development, taking necessary measures regarding these topics.
