The African Union Peace and Security Council adopted its statement regarding the meeting chaired by Algeria on the “Early Warning System: Risk and Threat Map,” which provided a valuable opportunity for member states to discuss and explore ways to enhance preventive diplomacy mechanisms to reduce conflicts and disputes across the African continent, according to the Algerian Press Agency.

This is done through a proactive approach aimed at ensuring continuity in monitoring, preparedness, and rapid and effective response measures to reduce threats and prevent crisis escalation on the continent. Based on its mandate in the founding protocol, the Peace and Security Council welcomed Algeria’s initiative to establish a “Continental Security Map” as an effective tool to support preventive decision-making. It also urged all stakeholders involved in conflict prevention, management, and resolution to institutionalize this map before the end of the current year, considering it a continuously updated mechanism for threats and risks that enables the African Peace and Security Council to enhance its early warning and rapid, diligent crisis response capabilities by providing a unified and integrated picture of potential threats.

The statement also praised the pivotal role played by various regional mechanisms and structures affiliated with the African Union, such as the African Peer Review Mechanism, the African Union Counter-Terrorism Center, the African Union Police Cooperation Mechanism, the North African Regional Capability, and the African Intelligence and Security Services Committee, highlighting the importance of unifying efforts in crisis and security risk management through establishing governance foundations, information exchange systems, and implementing African Union-approved programs.

It is worth noting that Algeria’s inclusion of this topic in the agenda of its chairmanship of the Peace and Security Council stems from its firm commitment to implementing the flagship project of Agenda 2063 on “Silencing the Guns in Africa” and its strong conviction about the importance of ensuring security and stability and seeking solutions to the continent’s prevailing crises by stimulating member states’ efforts and supporting coordination in this field.
