Sources close to Israeli Prime Minister Benjamin Netanyahu revealed “significant gaps” in ongoing negotiations with the U.S. administration regarding the so-called “21-point plan” aimed at ending the war in the Gaza Strip, ahead of his upcoming meeting with U.S. President Donald Trump at the White House.

Kan News reported that Netanyahu changed his agenda and held a series of meetings with his close team in preparation for the meeting, while reports indicated that Hamas would be informed within hours about the American proposal, amid “great doubts” about its acceptance of a plan formulated without its involvement.

Sources close to Netanyahu emphasized that any agreement must include the dismantling of Hamas, the return of all prisoners and detainees, and the exclusion of the two-state solution. The channel quoted these sources saying: “Netanyahu did not yield to Obama before, and he will not yield now to any party on these demands.”

In an interview with Fox News, Netanyahu acknowledged disagreements over the plan’s details, affirming he is working with Trump’s team to draft a 21-point agreement, adding: “We hope to be able to push the deal forward.”

The Hebrew channel also reported that the Israeli occupation is preparing to grant “immunity” or safe exit to Hamas leaders to countries such as Turkey and Qatar, provided the war ends and prisoners are released, with the possibility of involving the Palestinian Authority at a later stage after “internal reforms,” which Netanyahu has not categorically rejected.

The main points of the “Trump plan,” according to Kan News, include the American plan’s basic principles: releasing all prisoners and detainees within 48 hours, disarming the Gaza Strip and establishing an “extremism removal” program, a full withdrawal of the Israeli army from the Strip, laying the foundations for a political settlement leading to the establishment of a Palestinian state, and guarantees that “Israel” will return to fighting if its sovereignty is “violated.”

U.S. envoy Steve Witkoff and Trump’s son-in-law Jared Kushner told Netanyahu during their meeting in New York that the U.S. president wants to end the war quickly, saying: “The president believes the time has come to end the war. Bibi, the time has come.”

According to reports, the goal is for the Netanyahu-Trump meeting on Monday to reach tangible understandings that pave the way to end the war, but Netanyahu’s circles confirmed that any agreement will only happen with the “complete collapse of Hamas.”

Meanwhile, Hamas said it “has not received any new proposal,” confirming that negotiations “have not resumed since the last Doha round.” The movement previously emphasized its readiness to reach a “partial or comprehensive” prisoner exchange deal, while Netanyahu continues his stubbornness amid accusations from the Israeli opposition and prisoners’ families that he is prolonging the war to maintain his political position.

This comes as the Israeli occupation army continues its genocidal war in the Gaza Strip, spreading on several fronts in Gaza City and continuing to bomb and demolish residential buildings and facilities in its efforts to occupy the city and displace its residents.

With direct American support, the Israeli occupation has committed genocide in the Strip since October 7, 2023, resulting in the death of more than 66,000 and 168,162 injured, most of them children and women, in addition to a famine that claimed the lives of 442 Palestinians, including 147 children, according to the latest statistics.
