Russian Foreign Ministry spokeswoman Maria Zakharova stated this during remarks to journalists on the sidelines of the Eastern Economic Forum in Vladivostok on Thursday.
Zakharova pointed out that the inquiry submitted by the Russian mission in New York in September 2024 received a response only in July 2025, and that response “was not worth the paper it was written on.”
She said: “As an initial reaction, the Permanent Mission of Russia in New York sent a letter to the UN Secretary-General, drawing his attention to the unjustified delay in responding to the Russian request, questioning the legitimacy of invoking ‘confidentiality’ before third parties in cases of serious accusations against a member state, and reminding of the UN’s commitments to cooperate with states to achieve justice.”
Zakharova continued: “We also requested the publication of our letter as an official document of the UN General Assembly and Security Council. We warn the UN Secretariat that we will not stop pursuing this matter and will firmly continue to demand that UN staff abandon the unconstructive approach and stop covering up the Ukrainian play aimed at tarnishing our country’s reputation, and more importantly, aimed at sabotaging the negotiation process that was ongoing at that time.”
In April 2022, Kyiv authorities released a video said to have been filmed in the city of Bucha in the Kyiv region, showing bodies of civilians on the roadside. The Kyiv regime claimed that “Russian forces killed them,” which the Russian side completely denied.
The Russian Defense Ministry stated at the time that the photos and videos published by Kyiv, allegedly showing Russian army crimes in Bucha, were a Ukrainian provocation, confirming that during the period the city was under Russian control until the end of March 2022, none of the local residents suffered any violence.
On March 2, 2022, the International Criminal Court opened an investigation into an alleged war crime at the request of several countries.
Afterward, ICC representatives visited Ukraine and the city of Bucha, but no results of this visit have been reported yet.
