The Sudanese Prime Minister emphasized the importance of an inclusive national dialogue that excludes no party, amid international efforts to enhance stability in Libya by unifying military and security institutions. The U.S., through acting ambassador Jeremy Brent, reiterated the necessity of unifying Libya’s military and security bodies. Meanwhile, the Libyan Ministry of Interior and Defense under the Government of National Unity stressed adherence to laws and the development of human rights programs within the military institution.
In Benghazi, the acting U.S. ambassador met with the Chief of Staff of the Libyan National Army, General Khaled Haftar, to discuss security partnership and the importance of unifying Libya’s military and security institutions to ensure long-term stability for the Libyan people. Brent pledged continued U.S. engagement with security leaders across Libya.
General Haftar, in his first meeting after appointment as Chief of Staff, issued several decisions aimed at enhancing the army’s efficiency and radically reorganizing it. The plan includes comprehensive modernization and improvements in training and combat readiness to build a professional and organized army capable of protecting national security and stability.
Haftar also ordered tightened security measures at borders through integrated field patrols linked to drone surveillance and advanced technical means to maintain regional stability and counter any threats to national security. He called on police and military prison administrations to enforce law and order, emphasizing that no one is above the law and stressing the importance of military discipline across all army units.
Additionally, Lieutenant General Saddam Haftar, Deputy Commander of the National Army, met with Turkish Intelligence Chief Ibrahim Kalin in Benghazi to discuss enhancing cooperation in intelligence and security fields and exchanging expertise to improve security work and regional stability.
The acting U.S. ambassador also met with Belkacem Haftar, head of the Reconstruction and Development Fund, to discuss efforts to boost economic development, reconstruction, and expand commercial cooperation with American companies throughout Libya.
Belkacem Haftar noted discussions with Turkish intelligence on strengthening cooperation in development and reconstruction and expanding strategic partnerships at various levels, highlighting the importance of supporting joint projects that contribute to reconstruction and sustainable development, serving mutual interests.
Both parties emphasized the importance of continued coordination and constructive communication to enhance practical cooperation, support development and reconstruction efforts, consolidate security and stability, and open broader horizons for strategic partnership between the two countries.
Meanwhile, the Ministry of Defense of the Government of National Unity held a meeting with a UN mission delegation to coordinate joint efforts to promote human rights and reinforce international humanitarian law principles within the military institution. The UN Secretary-General praised the Ministry’s Code of Conduct and the mission’s efforts to integrate it into training plans in eastern Libya.
The Ministry of Interior urged all travelers through land, air, and sea ports to comply with travel laws and regulations to ensure their safety and smooth travel. It emphasized the obligation to declare any amounts of money carried, even during transit travel, and warned against photographing people or facilities abroad without prior permission to avoid legal accountability.
The ministry also banned the buying or selling of personal purpose cards, such as dollar cards, or their use in illegal activities, stressing the severe criminal consequences of such actions.
