On Monday evening, the White House announced US President Donald Trump’s plan to end the war in Gaza, according to Sky News Arabia.

The plan, released alongside a meeting between Trump and Israeli Prime Minister Benjamin Netanyahu at the White House, includes 20 points stating that Gaza will become an area free of extremism and terrorism, posing no threat to its neighbors.

According to the plan, Gaza will be redeveloped for the benefit of its residents who have suffered enough.

The plan adds that if both parties agree to the proposal, the war will end immediately. Israeli forces will withdraw to the agreed line in preparation for the release of hostages. During this period, all military operations, including air and artillery strikes, will be suspended, and the front lines will remain frozen until the phased full withdrawal conditions are met.

Within 72 hours of Israel’s public acceptance of the agreement, all hostages will be returned alive or deceased.

Once all hostages are released, Israel will free 250 prisoners serving life sentences, plus 1,700 Gaza residents arrested after October 7, 2023, including all women and children detained in this context. For every Israeli hostage whose remains are released, the remains of 15 deceased Gazans will be returned.

After all hostages are returned, amnesty will be granted to Hamas members who commit to peaceful coexistence and disarmament. Hamas members wishing to leave Gaza will be provided a safe passage to receiving countries. Upon acceptance of this agreement, full aid will be immediately sent to Gaza.

At minimum, aid quantities will comply with the January 19, 2025 humanitarian aid agreement, including infrastructure rehabilitation (water, electricity, sewage), hospital and bakery rehabilitation, and introduction of equipment to clear rubble and open roads.

Distribution and entry of aid into Gaza will continue without interference from either party, through the United Nations and its agencies, the Red Crescent, and other international organizations unaffiliated with either party.

The opening of the Rafah crossing in both directions will follow the same mechanism applied under the January 19, 2025 agreement. Gaza will be governed by a temporary transitional government formed by a non-political Palestinian technocratic committee responsible for managing public services and daily municipalities for Gaza’s residents.

This committee will consist of qualified Palestinians and international experts, supervised by a new international transitional body called the “Peace Council,” chaired by President Donald Trump, with other members and heads of state to be announced, including former Prime Minister Tony Blair.

This body will set the framework and manage the funding necessary for Gaza’s redevelopment until the Palestinian Authority completes its reform program, as outlined in various proposals including Trump’s 2020 peace plan and the Saudi-French proposal, enabling it to safely and effectively regain control of Gaza.

The body will use the best international standards to establish modern and effective governance serving Gaza’s residents and helping attract investment. Trump’s economic development plan for Gaza’s reconstruction and revitalization will be implemented by forming a committee of experts who contributed to the creation of some of the Middle East’s modern thriving miracle cities.

Many well-studied investment proposals and promising development ideas have been formulated by well-intentioned international groups and will be considered to integrate security and governance frameworks to attract and facilitate investments that will create jobs, opportunities, and hope for Gaza’s future.

A special economic zone will be established with preferential customs tariffs and entry prices negotiated with participating countries.

No one will be forced to leave Gaza, and those wishing to leave will have freedom of departure and return. People will be encouraged to stay and given the opportunity to build a better Gaza.

The plan includes: “Hamas and other factions agree not to play any role in governing Gaza, directly, indirectly, or in any form.”

The plan continues: “All military, terrorist, and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt.”

There will be a Gaza disarmament process supervised by independent monitors, involving permanently rendering weapons unusable through an agreed dismantling process, supported by an internationally funded buy-back and reintegration program, fully verified by independent monitors. The new Gaza will be fully committed to building a prosperous economy and peaceful coexistence with its neighbors.

Regional partners will guarantee Hamas and factions’ compliance with their commitments, ensuring the new Gaza poses no threat to its neighbors or its people.

The United States will work with Arab and international partners to establish a temporary International Stability Force (ISF) for immediate deployment in Gaza.

This force will train and support vetted Palestinian police forces in Gaza and will consult with Jordan and Egypt, which have extensive experience in this field. This force will provide a long-term internal security solution.

According to the plan: “International security forces will work with Israel and Egypt to help secure border areas alongside the newly trained Palestinian police forces. It is essential to prevent ammunition from entering Gaza and facilitate the rapid and safe flow of goods for its reconstruction and revival. A dispute resolution mechanism between the parties will be agreed upon.”

The plan states: “Israel will not occupy or annex Gaza. With Israeli security forces establishing control and stability, Israeli forces will withdraw based on agreed disarmament criteria, milestones, and timelines between Israeli forces, Israeli security forces, guarantors, and the United States, aiming for Gaza’s security and ensuring it poses no threat to Israel, Egypt, or their citizens.”

Practically, the Israeli army will gradually hand over the Gaza territories it occupies to Israeli security forces according to an agreement with the transitional authority until its full withdrawal from Gaza, except for a security perimeter that will remain until Gaza is fully secured from any renewed terrorist threats, according to the plan.

If Hamas delays or rejects this proposal, the above, including expanding aid operations, will be implemented in terror-free areas handed over from the Israeli army to Israeli security forces.

An interfaith dialogue based on values of tolerance and peaceful coexistence will be established, aiming to change the mindsets and perceptions of Palestinians and Israelis by emphasizing the benefits of peace.

As Gaza’s redevelopment progresses and the Palestinian Authority’s reform program is faithfully implemented, conditions may finally be set for a reliable path toward Palestinian self-determination and statehood, which is recognized as the Palestinian people’s aspiration.

The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
