The new Labor Law No. 14 of 2025 is a pivotal legislative step to restructure the relationship between employers and workers, adopting regulatory flexibility to attract investment and stimulate economic growth. Among the main objectives according to the legislative philosophy is the inspection mechanism: the previous lump-sum estimates by inspectors have been eased, and a new mechanism has been introduced through companies authorized by the Ministry of Labor to conduct inspections and issue compliance certificates to establishments that meet occupational safety and health standards. This service is optional for employers, allowing them the freedom to choose the certifying entity, which reduces bureaucracy and enhances competitiveness. The imprisonment penalty for employers has been abolished, prioritizing large financial penalties when violations occur. This step balances protecting workers’ rights and facilitating the work environment for investors.
Starting from September 1, the Ministry of Labor will implement regular inspection campaigns nationwide to ensure the application of minimum wages, occupational safety standards, and other legal obligations. The law also emphasized that Egypt does not tolerate employing any foreign labor without official permits, requiring unlicensed foreign workers to obtain the necessary permits from the Ministry of Labor to regulate the labor market and include them in the legal system.
