Trump emphasized the necessity of reaching an agreement to end the war with Russia. A summit between Trump and Putin was held in Alaska under the title ‘Pursuit of Peace’, lasting about 3 hours. Trump stated that Ukraine must reach an agreement to end the war with Russia, noting that Russia is a very powerful force. During the summit, Trump and Putin agreed on the need to seek a peace agreement, but Trump indicated he does not require a ceasefire before negotiations begin, which Ukraine and its European allies demand. The Financial Times reported that Putin demanded Ukraine abandon the idea of joining NATO and limit NATO’s eastward expansion. The US side left the Alaska summit with the impression that Putin is open to negotiations regarding the Sumy and Kharkiv regions. Putin also requested US recognition that the four regions and Crimea are part of Russia.

The Wall Street Journal said Trump told European leaders he is open to offering US guarantees to Ukraine, stressing the need for Ukraine to cede territory in the east in exchange for freezing front lines elsewhere. Putin accepted that any peace agreement must include the presence of Western forces in Ukraine to ensure its continuity. The New York Times mentioned that ‘security guarantees for Ukraine’ and ‘land swaps’ will be discussed in the upcoming meeting between Trump and Zelensky in Washington. Reports clarified that the guarantees discussed will not grant Ukraine NATO membership, despite European leaders affirming Ukraine’s right to seek NATO and EU membership. Since February 24, 2022, Russia has been conducting a military attack on Ukraine, conditioning its end on Kyiv abandoning joining Western military entities, which Kyiv considers interference in its affairs.
