US President Donald Trump said on Monday that Israeli Prime Minister Benjamin Netanyahu has agreed to a peace proposal and the end of the war in Gaza, signaling the conclusion of the conflict in the Gaza Strip.
Speaking at a joint press conference with Netanyahu at the White House, Trump said, “This day is very important and may be the most important in history and the greatest in the history of civilizations. We are talking about peace in the entire Middle East, not just a ceasefire in Gaza.”
Trump thanked Arab and Islamic leaders and European allies for their responsiveness to the principles of achieving peace in the Middle East. Under the plan, Arab and Islamic countries commit to disarming Gaza.
He added, “If Hamas accepts the proposal, it calls for the release of all hostages,” explaining that “the parties will agree on a timetable for the Israeli withdrawal.”
He said, “If Hamas rejects the agreement, Israel has my full support to destroy Hamas,” although he expressed optimism about receiving a positive response from Hamas.
Trump explained that the new government will consist of Palestinians and experts from around the world. The plan calls for establishing an international body called the “Peace Council,” with Tony Blair interested in joining, and others to be named in the coming days.
Trump’s New Plan
The White House released President Trump’s plan to end the war in Gaza following his meeting with Netanyahu. The plan envisions Gaza as a “deradicalized and terrorism-free zone that poses no threat to its neighbors,” with reconstruction efforts to serve the residents who have suffered greatly.
According to the plan, if both parties agree, the war will stop immediately, Israeli forces will withdraw to the agreed line in preparation for a prisoner exchange, and all military operations, including air and artillery strikes, will be suspended during this period, freezing combat until full phased withdrawal conditions are met.
Within 72 hours of Israel’s public acceptance of the agreement, all detainees will be returned alive or dead. After releasing all detainees, Israel will free 250 prisoners serving life sentences plus 1,700 Palestinians from Gaza arrested after October 7, 2023, including all women and children detained in that context. For every Israeli detainee’s body returned, Israel will release the remains of 15 Palestinians.
After all detainees are returned, Hamas members who commit to peaceful coexistence and disarmament will be granted amnesty. Those wishing to leave Gaza will be provided safe passage to receiving countries.
Upon agreement acceptance, humanitarian aid will be sent immediately to Gaza, at least matching the January 19, 2025 agreement, including rehabilitation of infrastructure (water, electricity, sewage), hospitals, bakeries, and equipment for debris removal and road clearing.
Gaza will be governed under a temporary transitional administration by a non-political Palestinian technocratic committee providing daily services, composed of qualified Palestinians and international experts, supervised by a new international transitional body called the “Peace Council,” chaired by Donald Trump with other leaders including former UK Prime Minister Tony Blair.
This body will set frameworks and secure funding for Gaza’s reconstruction until the Palestinian Authority completes reforms and regains effective and secure control.
The plan includes preparing an economic development plan for Gaza through a committee of experts who have contributed to building successful modern cities in the Middle East, with international investment proposals to create jobs and hope for Gaza’s future.
It also includes establishing a special economic zone with preferential tariffs and access agreements defined with participating countries.
The White House clarified that no one will be forced to leave Gaza; those wishing to leave or return will have full freedom, and residents will be encouraged to stay to build a better Gaza.
The plan stipulates that Hamas and other factions agree not to participate in Gaza’s governance in any form, and that all military and offensive infrastructure, including tunnels and weapons factories, will be destroyed and disarmament will be supervised by independent monitors, supported by an international program to buy weapons and reintegrate fighters, with verification by independent observers.
The new American plan states that “New Gaza” will be dedicated to building a prosperous economy and peaceful coexistence.
It notes that regional partners guarantee Hamas and factions’ commitments and ensure that the new Gaza poses no threat to its neighbors or its people.
The US is working with Arab and international partners to form a “Temporary International Stabilization Force” (ISF) to be deployed immediately in Gaza. This force will train and support a trained Palestinian police force, in consultation with Jordan and Egypt, and cooperate with Israel and Egypt to secure borders, prevent weapons smuggling, and facilitate goods flow for Gaza’s reconstruction, with mechanisms to avoid clashes.
The plan clarifies that Israel will not occupy or annex Gaza. With stability enhanced by the international stabilization force, the Israeli army will gradually withdraw according to criteria and a timetable linked to disarmament, handing over occupied areas to the international force, except for a temporary security perimeter until Gaza is guaranteed free of renewed terrorist threats.
If Hamas delays or rejects the proposal, the previously mentioned measures will be applied, including the expanded aid delivery operation in “terror-free areas handed over by the Israeli army to the international stabilization force.”
The plan includes launching a religious dialogue based on values of tolerance and peaceful coexistence to change Palestinian and Israeli mindsets and narratives by highlighting the benefits of peace.
As Gaza’s reconstruction progresses and the Palestinian Authority’s reform program is implemented, conditions may finally be available to formulate a serious path toward Palestinian self-determination and statehood, recognized as the Palestinian people’s aspiration. The US is working to launch dialogue between Israel and the Palestinians to reach a political horizon for peaceful and prosperous coexistence.
