Major General Tarek Marzouk, Governor of Dakahlia, and Major General Essam Helal, Director of Dakahlia Security, visited the site of the building demolition incident on New Railway Street in East Mansoura district.
The demolition caused injuries to two workers executing the removal order, who were immediately transferred to the University Emergency Hospital. Another worker remains trapped under the rubble and is being rescued.
The governor, in coordination with Mansoura University, formed a tripartite committee of structural engineering professors from the Faculty of Engineering to study the safe extraction of the trapped worker using scientific and technical methods, to protect the civil defense rescue teams due to the severe deterioration of the building, preventing further injuries during the rescue operation.
The governor ordered the complete demolition of the building to protect the lives of citizens and surrounding structures. The committee has already arrived at the site and begun its work.
The governor decided to refer the engineering office responsible for supervising and executing the demolition—contracted by the building owners according to the removal permit issued by the Buildings Committee—for investigation due to gross negligence and failure to follow proper engineering and technical methods during demolition, which caused the accident and injuries.
The governor directed the traffic department to close all roads leading to the building site and completely ban the passage of citizens and vehicles to protect lives.
The governor tasked the head of East Mansoura district to coordinate with the Second Mansoura Police Department to evacuate adjacent buildings if any danger is confirmed, and to form an engineering committee from the district to review all old buildings in the area, immediately referring unsafe ones to the Buildings at Risk Committee for urgent demolition decisions.
The governor instructed rescue teams (civil defense, ambulance, East Mansoura district) to remain at the site until the trapped worker is extracted, transferred to the hospital, and the building is demolished to ground level.
The governor assigned the Social Solidarity Ministry’s deputy to expedite financial compensation for the injured and fully coordinate with civil society organizations and NGOs to provide all necessary assistance.
The governor reassured citizens that work teams are diligently working to complete the rescue and demolition operations.
The Director of Dakahlia Security received a report from Major General Mohamed Ezz, Director of Criminal Investigations, about the arrival of two injured workers at the University Emergency Hospital during the building demolition. The injured are Mr. Abubakr Mohamed Aboulghit from Shandweil, Al-Maragha, Sohag, and Samaan Deeb Dibs Basani from Dairut, Assiut.
Major General Tarek Marzouk ordered the National Emergency and Public Safety Network Control Center to coordinate with all relevant agencies and head to the incident site to manage the situation (ambulance, civil defense, health, East Mansoura district, First Mansoura Police Department).
Dr. Al-Saeed Ahmed, head of East Mansoura district, was directed to promptly move to the site, monitor the situation closely, and broadcast updates on the National Network Center screen.
