The Syrian American Council in Washington confirmed that the Senate approved the budget version which includes a provision to fully repeal the Caesar Act.
In a post on X platform today, the council said: We are very proud to announce to the Syrian people that our efforts have borne fruit today in the Senate, where their version of the budget including our provision to repeal the Caesar Act was approved with a vote of 77 in favor and only 20 against.
The council explained that the provision included in the budget calls for the repeal of the Caesar Act without any conditions or restrictions by the end of this year, noting that this development represents a dramatic victory in efforts to end the effects of the Caesar Act, which imposed harsh economic restrictions on Syria.
It added: “The clauses that required automatic re-imposition of sanctions in case of non-compliance have now become non-binding targets.”
The council further stated: In short, we have thwarted attempts to forever link Caesar as a sword hanging over the necks of investors wishing to enter Syria, indicating that the Senate version will now be sent to negotiations with the House of Representatives, paving the way for the final version to be signed by U.S. President Donald Trump before the end of this year.
In conclusion, the council affirmed that today’s victory is a major step, but stressed that work is still ongoing to ensure these provisions reach the finish line and are officially adopted.
Earlier today, Republican U.S. Representative Joe Wilson also announced that the U.S. Senate voted to repeal the Caesar Act imposed on Syria during the previous regime, affirming that Syria’s success now depends on the full repeal of the law.
